He will work hand in hand with Dr. Maggie Kigozi to oversee Global Fund grants currently worth US$801.5 million.
In 2005/6, while working with the Uganda Network of AIDS Service Organizations (UNASO), He served as an Alternate member of Local NGOs Constituency on the Uganda Global Fund CCM. Following the suspension of grants to Uganda, He was nominated to the Operations Task Force (OTF) which worked out the Long-Term Institutional Arrangements (LTIA) for the Management of the Global Fund in Uganda. The LTIA formed the basis for the lifting of the suspension by the Global Fund. He have also participated in development of National proposals and concepts that Uganda submitted to Global Fund.
Between 2007 and 2010, while working as a Team Leader for Network development at Eastern Africa Regional Network of AIDS Service Organisations (EANNASO) in Arusha-Tanzania, He joined the Developing Countries NGO Delegation of the Global Fund Board (Geneva). At the delegation he served as a Lead Communications Focal Point (CFP), a task that involved liaison with all Global Fund Board Delegations, members and the Global Fund Secretariat in Geneva. Through this, He contributed to the development of the New Funding Model, the Community Systems Strengthening models among other Global Fund frameworks and policies.
At EANNASO, I also coordinated the Civil Society AIDS Technical Support (CSAT) hub for Eastern Africa, brokering Global Fund technical support to Civil Society in 14 Countries in region. Thereafter, He joined the pool of Consultants for Grant Management Solutions (GMS-Project), a United States-based Consulting Project providing Technical Assistance to the Global Fund grant recipients. Here he served as a Consultant to facilitate Uganda Civil Society CCM renewal in 2010 and 2012; He also served on the GMS team of Consultants to support PR2 (TASO) to develop a Principle Recipient Grant Dashboard. He worked closely with the Local Fund Agent.
Since 2011, He has been working with the Alliance of Mayors (AMICAALL Uganda), where he was currently the Country Director. This is a unique Non-governmental Organisations that is aligned with and closely works with Ministry of Health, Ministry of Local Government, Local Governments and Civil Society Organisations, including Key Affected populations. He has gained experience and appreciation of the multi-stakeholder nature of the Uganda Country Coordination Mechanism, understanding the dynamics in the government and non-government sectors. As current substantive member of the CCM representing National NGOs, I was elected Vice Chairperson of the Finance and Procurement Committee; I have so far diligently executed my roles in both capacities.
He has the requisite governance experience, academic qualifications, national and international exposure and other competences to serve as Chairperson of the UCCM. In compliance with the UCCM governance manual, I confirm that AMICAALL Uganda is currently not implementing any Global Fund grants as a SR or SSR and I therefore have no conflict of interest whatsoever.
